HB 2186 (Harper)Summary – amends Title 53 (Municipalities Generally) to establish uniform residential qualifications of office for those who are seeking election or appointment to a municipally elected office where recent military service may interfere with that person’s ability to fulfill the proper residency requirements.

HB 297 (Evankovich)Summary – would create the Release of Coroner and Medical Examiner Information Act establishing parameters for when a coroner may release a decedent’s name, cause and manner of death.

A10633 – amends the legislation to prevent, except in instances of a public health risk, the coroner or medical examiner from releasing the cause and manner of death to the public except in a way that does not detail the medical history of the deceased.

HB 1885 (White)Summary – amends Title 42 (Judiciary and Judicial Procedure) and Title 53 (Municipalities Generally) in regard to sanctuary municipalities, providing for reporting requirements and holding sanctuary municipalities liable for damage to person or property by an unauthorized alien.

  • A07052 – amends Title 11 (Cities) by authorizing Third Class Cities to enact and enforce storm water ordinances and assess reasonable and uniform fees to fund the construction, maintenance and operation of storm water management facilities, systems and management plans.

HB 1325 (Mustio) – amends the Second Class Township Code by authorizing a board of supervisors to enact and enforce storm water management ordinances and to assess fees for the purpose of funding the construction, maintenance and operation of storm water management facilities, systems and management plans.

  • A06385 – restricts storm water fees assessed by a township to the amount necessary to meet the minimum requirements of the Federal Water Pollution Control Act and requires townships to consider and provide appropriate exemptions or credits for properties which have installed and are maintaining storm water facilities that meet best management practices and are approved or inspected by the township.

House Bill 66 (Godshall) – Amends Title 53 (Municipalities Generally) to prohibit the acquisition, sale or transfer of water or sewer infrastructure by a municipal authority unless the authority has discussed the anticipated or projected public benefit of the transaction at a public meeting. Summary

  • A02355 – Amends Section 5613 (b) by clarifying that the term “public benefit” may also include rate stabilization or an action resulting from an agreement with a Federal or State regulatory agency. Amends Section 5612 (b) to provide an authority 180 days from the end of its fiscal year to file its annual report with DCED.

House Bill 1071 (Warner) – Amends the Development Permit Extension Act to clarify that it its application to declarant’s rights under the Planned Community Act and clarifies the automatic suspension of permits. Summary

Senate Bill 785 (Eichelberger) – Amends the Amends the Title 53 (Municipalities Generally), Chapter 88 (Consolidated County Assessment) to clarify that buildings, whether or not permanently attached to land, water, gas, electric or sewer facilities, are subjects of taxation for real estate tax purposes. Summary

  • A02222 – exempts de minimis structures of 200 square feet or less and agricultural buildings of 1000 square feet or less that are not permanently attached to land or connected to utilities.
